Zero Price Items - Merchant 1498

On sort by price having a zero price item gets the Merchant to the top of the Shop Window Listings, is clearly a breach the recent Rogue Trader regulations in terms of price bait advertising and also gets the Merchant onto my 24 hour notice purge list.

Just 216 breaches to resolve in this case.
